Think of this as a slope intercept problem. The only difference is that the = sign is replaced with a > sign. 1 is the x intercept, and 3 is the slope. Since the sign is stated as 'less than' and not 'less than or equal to' the line will be dotted. Since it is less than, shade above the line instead of under it.
