Vertex form : y=2(x+4)^2 + 3

vertex form is f(x) =  a(x  + 4) + 3   where a is a constant

plug in the point (4,131):-

131 = a(4+4) + 3
128 = 8a
a = 16 

so we have   f(x) = 16(x + 4) + 3 .     Thats the parabola.
