They're not equal
47.3 / 10 x 10 = 4.73
47.3 / 0.1 = 473

They are equal.
10x10=100 47.3/100=473
47.3/.1 =473 
in the first problem you move the decimal to the left 2 times, in the second if you divide by .1 you really multiple by 10
