For this case we have the following function:

[tex]h (x) = 2x ^ 2 + 4[/tex]

We must find the value of the function when x = -10

So, replacing we have:

[tex]h (-10) = 2 (-10) ^ 2 + 4\\h (-10) = 2 (100) +4\\h (-10) = 200 + 4\\h (-10) = 204[/tex]

Thus, the value of the function is 204 when x = -10
